Question about banned/new console

So I got hit in the massive ban wave last year. My account was banned but I created another one and was using it until I got console banned. I'm fairly certain the account itself isn't banned, is there a way to check this? And if it's not banned is it safe to recover it on a new unhacked console or will that get the console banned?

Visit xbox.com login with the gamertag check billing/renewal.

Another solution download Games for Windows Live and login.

If its not banned you can recover your gamertag. They won't ban you for what you've done on your previous console.
