Why wouldn't they be. The game has SOME levels built I would assume. Once one level is built they can test them on Dev kits and such.

The multiplayer was complete in Aug 2010 since they showed all the modes and allowed all modes to be played at the San Diego Comic-con this year

The parts in the video where Gears 3 is been played is in Epic's studio... so I guess thats why there playing it ;)

wasn't the game already finished before cristmas? I believe epic games stated that but where postphoning the release just for shits and giggles.
