Private Modding servers for xbox?

Do you think it would be cool if microsoft made it to were you could host private servers so people could bring the jtag's online and none of the mods would carry over to multiplayer?

I don't think MS would ever feel it 'cool to do that'. But for real hobbyists, then sure it would be cool to thave that freedom
