They could sell download codes, but then the games would be too expensive as they are becoming between publisher and users. Everyone wants a piece of the cake.

The next issue is HD space, and Line speed for most people.

The technology is too limited to be forced on people, so it will fail. Think of all the ISP's which only can provide **** lines with limitations.
Actually, the biggest issue are the data caps that pretty much every ISP is starting to put into place. If you assume a game is roughly 25GB (based on the average game sizes on my modded PS3) then someone with a standard 5GB data cap with $10 per GB over that would end up paying at least an extra $150 to purchase that game.

I mean the datacaps are BAD, I'm actually lucky I've never had them when I was with Comcast, or now with FiOS, but that point aside, games aren't as big as that. I'm sure you are aware most of the time it's just dummy files and stuff that is not necessary. When and if there's a bigger focus on DD, I would assume they would do away with these things to facilitate downloads.

If they wanna go DD, the first thing console manufacturers/devs/publishers need to do is convince ISP to drop their datacaps. Heck, maybe they can do a deal where if you have a PSN/XBL or whatever account you dont' have a datacap, but I doubt they would take the time to make the transition easy for us.

No ISP in my country have data caps at all, not even on 3G/4G cell phone network if you pay a little extra. Its unlimited transfer everywhere here. Its only "selected" countries which have data caps.

Someone said that 40-60 percent of console users is online...Thats sounds ok, but how many of these do have fast lines with no data cap? 10% ?

Wii U including expensive Gamepad now costs less than a VITA, and only less than 1/3 of the price of Xbox One or PS4.
