originally yes, but because of requests they added the option of a second, however nothing around launch uses a second gamepad so its not likely to ship with an additional unit, the main reason being that driving two gamepads causes the gamepads framerate to halve to 30fps (although the main screen remains at 60fps)
we now know the Xbox One's game licensing policy was written from the ground up for companies. It's aggressively anti-consumer and anti-middle class, and it outright ignores underprivileged gamers.
