Use this file. It has a bunch of batch files and a somewhat gui to help you restore the image. Easiest way is to rename the ar_memcard_hack_1.114.raw to slotb.raw.

I think the problem is lying with ctr-gcs, I can't seem to get it to upload the file, the command i'm using is as follows :

But when I follow that with:
ctr-gcs b -l
The card shows as corrup and on rebooting is empty

Choose Restore memcard on B in the options. Can't remember where I found this, but it uses either psul or PSO (PSO which is faster). Read the readme.
BTW, when you restore the image the GC memcard manager will report it's corrupt. It's not really corrupt it just can't read it correctly.
BTW again, put the slotb.raw in the same folder as this.
