Now it's easier to get your 'homebrew' apps, self-publish to the Xbox One and Wndows 10 stores!

Xbox One 'developers mode', where anyone can turn their 'console' into a devkit, and publish simple apps that run in 'limited sandbox' using the UWP interface from Windows 10 has been around for a while, but now Microsoft has expanded the program giving 'Creators' options to directly self-publish without waiting for approval as long as they agree to make their app more limited with less features.
It will be interesting to watch this 'moment', to see if we will get another 'rush of emulators' for retro gamers pushed to Xbox One using the new self-publish system, like what occurred before with the original launch of the program before rules were tighten down.

why should ms force others to release its apps limited with less features?

is it so MS can charge a premium price for the full version.

wish MS followed this style with Win10 and when i say limited and less features i mean that its updates didnt force install shit you dont even need.

It's limited because it's not curated and has no achievements or xbox live multiplayer. If devs want those features then they have to sign up for the [email protected] program which makes sense. This would allow some form of quality control. This creators program is basically the same as the Xbox 360 Indie Game section, just slightly different.
