According to Nintendo, German regulations are the cause of the restriction that reserves mature Wii U eShop content purchases to the hours between 11pm and 3am.
As you may remember, last week it was revealed that 18+ Wii U eShop content could not be purchased until after 11 p.m. in Europe.
Well, today Nintendo of Europe has finally explained the reason. Apparently, the restrictions are a result of a German youth protection law.
So, there you have it. Because of that law, all European Wii U owners will be only allowed to purchase 18+ rated content between the hours of 11 p.m. and 3 a.m., without exception.
